By the Decree of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, No. 467 dated January 14, 2019, “On Additional Measures to Improve Management in the Agricultural Sector”, the Agricultural Services Agency under the Ministry of Agriculture of the Republic of Azerbaijan was established. The Agency was created with the aim of optimizing and increasing the efficiency of state services provided in the agricultural sector, ensuring the delivery of these services with lower resource consumption, saving public funds, improving administrative management in this field, organizing quality control over service delivery, enhancing transparency, applying innovative solutions, accelerating the transition to electronic services, and increasing citizen satisfaction. The Agricultural Services Agency was formed on the basis of the State Phytosanitary Service, the State Veterinary Service, the State Service for Registration of Plant Varieties and Seed Control, and the Main State Technical Supervision Service under the Ministry of Agriculture of the Republic of Azerbaijan.

The main objectives of the Agricultural Services Agency (ASA) are to ensure animal health and increase livestock productivity; to maintain plant health and enhance crop productivity, including the organization of plant protection, fumigation (disinfection), and agrochemical services; to register and preserve breeding achievements; to manage seed production in agriculture and exercise state control over seed quality; as well as to maintain the state registration of agricultural machinery and supervise its technical condition and operation by applying innovative methods.
